Captain Choi, Sangdeok graduated from the R.O.K Naval Academy and also received master’s degree in Business administration and completed trade master course at a university in Korea.

He served on board surface vessels as a ROKN officer for 11 years, completing special operations curriculum and carrying out Special Forces operations during his service.

He is currently in his 19th year of working in the Defence Acquisition Program Administration of the Republic of Korea, and has served in key posts in major departments in DAPA such as Naval Ship Program Department and International Cooperation Bureau.

Since 2024, he is serving as acting Director General of KSS-III Program Group, and in April 2024, he successfully delivered the third ship of the KSS-III Batch-I, the ROKS SHINCHAEHO, to the ROK Navy. He is leading the KSS-III Batch-II Program as well.

He is recognized for his abilities in the field of defense acquisition, receiving multiple citations including those from Minister of the National Defense and Minister of the Interior and Safety of the ROK.
