Joe Anthony C Orbe
RADM JOE ANTHONY CABAHUG-ORBE PN is the 38th Commander, Philippine Fleet. His leadership journey began as a proud member of the Philippine Military Academy “Tanglaw-Diwa” Class of 1992, and since then, he has continuously embodied the values of integrity and excellence in every unit he was assigned to, guided by his principles of “Mission first, Family always, and God above all”.
Prior to assuming his current position, RADM ORBE served as the Commander Naval Education, Training and Doctrine Command also served as the Commander of Naval Forces Southern Luzon. He was also the Commander of the Offshore Combat Force – the “Primary War- Fighting Force” of the Philippine Fleet from 2020 to 2023 and Deputy Commander, Naval Sea Systems Command. He was also entrusted vital and challenging staff positions in the Headquarters Philippine Navy serving under the Flag Officer In Command as the DNOC, Director, Naval Operations Center; as N3, the Assistant Chief of Naval Staff for Operations, and N5, the Assistant Chief of Naval Staff for Plans.
A seasoned Surface Warfare Officer who was always in the forefront of Naval Operations. RADM ORBE skippered several warships including the then Flagship of the Philippine Navy, BRP Gregorio Del Pilar (PS15). As a Commanding Officer, he represented the country in numerous international naval exercises, fostering strong partnerships and enhancing the Navy’s capability and proficiency. Foremost were the Multilateral HADR Exercise “KOMODO” in Indonesia in 2014; Cooperation Afloat Readiness and Training (CARAT); Southeast Asia Cooperation Against Terrorism (SEACAT); and “Balikatan” with the US Navy. In 2018, he served as the Deputy Task Force Commander of the first-ever Philippine contingent to the Rim of the Pacific (RIMPAC) Exercise in Hawaii, USA.
His unwavering pursuit of excellence is reflected in his remarkable academic achievements both locally and internationally. He holds a Master’s Degree in International
Security and Strategy from King’s College, University of London; a Master’s Degree in Human Resource Management from the University of New South Wales in ADFA,
Canberra Australia; and a Master’s Degree in Development and Security from the Development Academy of the Philippines where he was awarded the Gold Medal for
Academic Excellence. Additionally, he completed the prestigious International Security and Strategy Course at the Royal College of Defense Studies in London, United Kingdom
in 2015-2106. He further distinguished himself by graduating as the top navy student in the Armed Forces of the Philippines Command and General Staff Course, earning the
esteemed Flag Officer-In-Command Plaque and awarded With Honors.
Beyond his professional and academic achievements, RADM ORBE is a devoted family man, married to Ms. Ma Celeste, who is the Head of the Academic Research Unit at the Maritime Academy of Asia and the Pacific. Together, they have raised two outstanding children, Coast Guard Ensign Joshua Angelo, a graduate of the US Coast Guard Academy Class of 2023, and Ms. Justine Angelica, a graduate of Political Science from the University of the Philippines, currently taking up her Masters Degree in Germany and Norway.
