Andy Lapsley
Andy Lapsley has over 25 years’ experience in Defence Acquisition. He joined the Ministry of Defence in 1994 after completing a BEng(Hons) in Electrical and Mechanical Engineering at the University of Strathclyde.
Following completion of his Graduate training in 1996, Andy undertook roles responsible for Engineering and Project Management aspects of an information system for the RN, Command and Staff Trainers for the Army and a portfolio of Maritime Training Systems before undertaking change management and outer office roles within the Defence Procurement Agency.
Andy returned to project delivery in 2006 and undertook Programme Manager roles for the Sentinel Airborne Stand-Off RADAR and Hercules C-130J capability upgrades before overseeing the delivery of the Sea Ceptor weapon system from its Critical Design Review in 2013 until its Initial Operating Capability and first RN deployment in 2018.
Andy has subsequently undertaken a secondment into Industry and led the PM cadre within the DE&S Ships Domain. He became the MHC Team Leader in June 2021.
