Deputy Programme Manager, OCCAR
Sébastien LE BOUTER is the Deputy Programme Manager for HORIZON Mid-Life Update programme of the OCCAR HORIZON Programme Division, and is in charge of the French part of the FREMM programme.
He was born in Paris (France) on 8th October 1983 and graduated as an engineer at ENSTA Bretagne in 2008. He has additional master degrees in both signal processing (2008) and market finance (2013).
He joined the French Defence Procurement Agency (DGA – Délégation Générale de l’Armement) in 2008, and has the rank of colonel (ingénieur en chef de l’armement). He held several assignments within defence procurement domain:
• Programme Manager for “Horizon Mid-Life Update” and “Corvettes hauturières” programmes (DGA, Paris, 09/2020 – 09/2023)
• Deputy Defence Equipment Attaché (Embassy of France in the United Kingdom, London, 09/2017 – 09/2020)
• Desk officer for Poland and Sweden, in charge of bilateral armament cooperation (DGA, Paris, 02/2015 – 09/2017)
• Naval architect in the Combat system domain for the preparation of the aircraft carrier Charles de Gaulle main overhaul n°2 (DGA, Bagneux, 09/2011 – 02/2015)
• Navigation system engineer (DGA, Vernon, 09/2008 – 09/2011)
In September 2023, he joined OCCAR as HRZ MLU Technical Section Leader, and has been promoted in September 2024 as Deputy Programme Manager for Horizon Mid-Life Update programme, being in charge of the French part of the FREMM programme as well.
