John Sinclair

John Sinclair is the Commercial Officer for the FR/UK Maritime Mine Counter Measures (MMCM) Programme Division at OCCAR-EA, based in Paris. He is responsible for managing all commercial aspects of the MMCM programme, including contract administration, change management, and financial oversight for three major contracts covering development, production, and in-service support. John works closely with UK MOD, the French DGA, and industry partners such as Thales to ensure delivery of advanced uncrewed mine countermeasure systems for both nations. His role includes the strategic negotiations on the Programmes, risk management, and supporting the programme governance at both tactical and strategic levels. Prior to joining OCCAR, John held senior commercial roles within the UK Ministry of Defence, specialising in complex procurement and international collaborative programmes.
