Born on 27 March 1972 to a humble family in Mainit, Surigao del Norte, Philippines, COMMO LUED LAWAN LINCUNA PN began his primary education at Quezon Elementary School. He then completed his secondary education at San Nicolas Academy Mainit, Surigao del Norte. He studied Mechanical Engineering in Mapua Institute of Technology, Manila before he successfully passed the qualifications for admission to the Philippine Military Academy, Fort Del Pilar, Baguio City in 1989.
COMMO LINCUNA PN is a proud member of Philippine Military Academy (PMA) “MAALAB” Class of 1993. Aside from the formal education he acquired from the PMA, he also completed the Armed Forces of the Philippines Command and General Staff Course in 2014 and acquired Master’s Degree in Public Administration Major in Development and Security in 2014 at the Development Academy of the Philippines in Pasig City, Philippines where he received the Silver Medal for academic excellence. For his schooling abroad, he attended the Australian Familiarization Military Course in Defense International Training Centre Melbourne, Australia and Maritime Air Surveillance Course in Royal Australian Air Force, New South Whales Australia in 2004 and the Naval Command College at the United States, Naval War College Rhode Island, United States of America in 2018 to 2019 where he received the James Forrestal Award for Excellence in Strategy Development and Force Planning. In 2022 he took up the National Security Studies Program Class 03 at the National Defense College of the Philippines (NDCP) and graduated number 6 in his class.
Moreover, he graduated with distinction and number 4 in his Naval Command and Staff Course Class 56 in Naval Education and Training Command, Zambales. He was also distinguished for obtaining the highest grade in Military Strategy module and best Staff Study paper.
He successfully commanded Philippine Navy vessels Barko ng Republika ng Pilipinas (BRP) Felix Apolinario (PG395), BRP Salvador Abcede (PG114) and BRP Apolinario Mabini (PS36). He is a warrior-diplomat being the former Director of Naval Public Affairs Office, Philippine Navy and a seasoned navy skipper and command naval aviator.
A naval aviator at heart, he was a member of Basic Pilot Training Class 02 at the Naval Air Group where he received a plaque of merit for graduating as “Best in Flying” in his class. In pursuit of excellence, he was a recipient of numerous plaques, commendations, awards and decorations. To mention a few, he is a recipient of Distinguished Service Star, Distinguished Navy Cross, Distinguished Aviation Cross, he was adjudged as “Fixed Wing Pilot of the Year” in 2005 and “Instructor Pilot of the Year” in 2007. He served as an Instructor Pilot and Test Pilot of different fixed wing aircrafts such as Cessnas 177, Cessna 172, Cessna152 and Britten Norman Islander Aircraft.
In 2016, he was awarded the prestigious Cavalier Award for Naval Operations by the Philippine Military Academy Alumni Association, Incorporated in recognition of his outstanding performance in naval operations. He was the former Commander Naval Air Wing and Chief of Fleet Staff. Now, he is currently The Commander Littoral Combat Force, Philippine Fleet.
He is happily married to Olivia Lincuna, this gentleman from Surigao City is a father to four beautiful daughters Samantha, Angela, Vianca and Chloe.
