Andy Tims is a Professional Project, Portfolio, Programme Director, SRO and MPLA graduate.
For most of the last 25 years he has held leadership roles in Government Major Project Portfolio (GMPP) programmes, personally leading three successful programmes, and for the last 12 years specialising in Defence and National Security.
He took up his current role as SRO Clyde Infrastructure programme (CIP) in November 2022. CIP is a £1.8bn programme comprising of 15 projects spanning both His Majesty’s Naval Base (HMNB) Clyde sites (Faslane and Coulport) that support operations today, prepare for the arrival of new submarines, and enable HMNB Clyde to become the single integrated operating base for submarines and supporting surface platforms.
During the course of leading CIP, he has also taken on responsibility for 2 further major programmes focused on the transformation of HMNB Clyde. He is now also SRO for the Euston Programme; Euston the programme will deliver submarine out of water maintenance facilities. The programme’s target is to deliver these facilities to support increased submarine availability from the early 2030s including the transition to service of both Dreadnought and SSNA class submarines.
The third major programme for which he is responsible is the Clyde Transformation Programme. This programme is a sustained, coordinated, integrated programme of work that addresses not only infrastructure but is transformative across people, processes, tools, local community, government, academia and supply chain to ensure HMNB Clyde can deliver all of its Defence commitments now and in the longer-term.
Away from his day job, Andy supports wider government project delivery as an IPA High Risk Review Team Leader (RTL). He has led around 30 major reviews, providing strategic delivery advice and assurance across Whitehall departments, on areas such as nuclear power, Counter Terrorism, Health, and Defence.
He was one of a team of subject matter experts who advised on the design of the UK Government Profession and Project Delivery Capability Framework and remained with the IPA as a Strategic advisor to the Ministry of Defence.
As a leader in the government project delivery profession, he is regularly asked to speak to departments and at cross government events on project delivery, most recently for Counter Terrorism Policing.
Andy lives in Southeast London, with his wife and Son, ideally placed to split his time between London, Portsmouth, and the Clyde. Away from work he enjoys doing all the usual dad things with his son, watching rugby and when he gets the chance, hill, and mountain walking. He enjoys reading and has a long-standing interest in Defence and Foreign affairs.
