Angry Boats and Hybrid Wars: The Lithuanian Navy’s Strategy for a Contested Baltic

The Lithuanian Navy knows what it needs — and it’s not more sensors.

At Navy Tech & Seabed Defence 2026, Commander Captain Tadas Jablonskis was refreshingly direct: sensors are good enough. The priority now is effectors — coastal defence missiles, mid-air defence systems, and fast attack craft capable of protecting harbours and coastlines.

Procurement is already moving. Fast attack craft with N-LAW systems are being delivered jointly with Latvia by end of 2026. A Lithuanian Navy 2035 capability plan is being finalised, with integrated multi-domain drone systems — air, surface, subsurface — feeding into NATO HQ flagged as a future priority.

For industry, the Baltic states are procuring together, moving fast, and looking for the right partners.
