The Damage Control Inventory Management and Stowage System (DCIMSS) is an effective approach towards Damage Control (DC), which provides the tools to dramatically reduce labor, standardize DC equipment inventory, provide a significant improvement in DC readiness and response time, improve inventory accuracy, and enable vastly improved short to long term fiscal management of DC equipment. DCIMSS results in a well thought out strategic arrangement of gear, improved inventory management, quick identification of kit bags that culminate in improved response to shipboard damage control emergencies, reduced administrative man hours, and prudent expenditure of available funds for DC equipment. On October 12, 2000 in Aden Harbor, Yemen, the need to improve Damage Control stowage and survivability became paramount when terrorists detonated an explosive-laden boat directly against the port side of the USS Cole (DOG 67). The blast killed 17 Sailors and wounded 37 others, tearing a 40 by 60 foot (12 by 18 meter) hole in the ship’s hull. Since the attack, initiatives to improve Damage Control programs have become increasingly robust; resulting in improved manning, resourcing, technology, improved policies, and doctrine. This has led to increased training programs, better equipment, and effective tools to track equipment. DCIMSS is beneficial because it significantly reduces shipboard workload and significantly improves inventory accuracy. This combination dramatically improves shipboard damage control readiness, with quick access to gear, improved distribution of gear throughout the ship, and kitting of gear for faster response times. DCIMSS is configurable to meet the challenges of spaces set aside for DC equipment, which can be very small and crowded.
